Set up by Sabah State Assembly Member Pandikar Amin Mulia who made his debut under USNO in a by-election in 1982, only to lose his seat at the following state election in 1985 under the Bersih ticket. Nonetheless, he was appointed Speaker for the Sabah legislature in 1986 and served until 1988. After stepping down, he founded AKAR, which allied with USNO and LDP to oppose the PBS state government. AKAR eventually joined BN and merged with Sabah UMNO in 2001.
