First conceptualised on 28 April 1969 by former members of SA, its eventual goal was for a re-merger with Malaysia. Concurrent membership was opened to members from other political parties in order to become a pan-opposition platform. Participating opposition parties, or affiliates, of this unique arrangement were AI, JPS, Pemas, SCP and SIC. After costly election defeats in the 1972 General Election and infighting, most of its members shifted to JPS.
